Pennsylvania law authorizes the formation of a title insurancerating organization. 40 P.S. & 91041. In Pennsylvania, thisrating organization is the Title Insurance Rating Bureau ofPennsylvania [TIRBOP]. A title insurance company may satisfy itsfiling obligation "by becoming a member of, or subscriber to, alicensed rating organization which makes such filings, and byauthorizing the [insurance] commissioner to accept such filings onits behalf. 40 P.S. & 91037(b). The Insurance Department hasappointed TIRBOP as its statistical agent for title insurance. Inthat role, TIRBOP facilitates the collection of statistical datafrom all licensed title insurance companies.
